A recent Florida case has drawn attention to a particularly disturbing allegation involving a woman accused of killing a neighbourhood cat and reportedly describing a sexual response to its suffering. This comes amid figures showing that US law enforcement recorded a combined 52,969 animal cruelty offences in 2024 and 2025, with the data covering an average of about 88% of the country's population, according to FBI figures.
The woman, Juliana Alyssa Brown, 21, was arrested on 14 October, more than two years after the alleged incident. The Pasco County Sheriff's Office became aware of the case earlier this month after a mandatory clinical reporter stated that Brown had confessed to killing the animal.

Alleged Killing of Cat
According to the affidavit obtained by The Independent, Brown captured the cat in May 2024 while her family was on holiday. She allegedly attempted to kill the cat over several days, initially trying to drown it inside a white bin bag, then by using a kitchen knife.
'The defendant proceeded to admit to trying to kill the cat various ways over the course of several days,' the affidavit stated. 'The defendant explained the cat was screaming in pain, which caused her to become "sexually aroused".'
'Ultimately, the defendant was able to drown the cat in her bathroom. Following the cat's death, the defendant placed it in a refrigerator, hiding it from family members,' the affidavit added. 'The defendant admitted that she skinned the cat, dissected its organs, placed them in a blender and drank them.'
Evidence in Investigation
Brown allegedly told deputies she decapitated the animal, preserved its head in alcohol, and kept it for several months. The document also states she disclosed having fantasies about killing animals since age three.
The sheriff's office reportedly received photographs of the cat alive and then skinned two days later, as well as the knife she claimed to have used in the killing. She has been charged with one count of aggravated animal cruelty involving excessive pain or death. The sheriff's office has requested a high bond due to public safety concerns.
Florida Animal Cruelty Law
Under Florida Statute 828.12(2), aggravated animal cruelty is a third-degree felony punishable by up to five years in prison and a maximum fine of $10,000 (£7,464). The offence covers intentional acts resulting in an animal's cruel death or the excessive or repeated infliction of unnecessary pain or suffering.
Under subsection (2)(a), a person convicted of aggravated animal cruelty must also pay a minimum $2,500 (£1,866) fine and undergo psychological counselling or complete an anger management programme if the finder of fact determines that the offence involved the knowing and intentional torture or torment of an animal that injured, mutilated or killed it. Brown's arrest and charge do not imply guilt, and the allegations are pending resolution through the criminal justice process.
Similar Animal Cruelty Cases
Brown's case is similar to a 2020 Utah incident, where Bruce Anthony Saunders, 33, was charged with torturing and killing a dog and a cat. Charging documents state that police found both animals dead in a bathtub with multiple lacerations. Saunders reportedly told officers he had cut up the animals and eaten their hearts.
In a separate case in Canton, Ohio, Allexis Ferrell, 27, was arrested in August 2024 for allegedly killing and eating a cat at a residential complex. Police found her beside the animal's body with blood on her hands and feet, according to reports. Ferrell pleaded guilty to animal cruelty in December 2024 and was sentenced to one year in prison.
Republican's Comments Resurface
Republican congressional candidate Brandon Herrera has also received renewed attention after comments about sending unadopted kittens to Chinese restaurants resurfaced online. The remarks reportedly came from an appearance on The Josie Show last year.

“I hate to see animals put down for no reason. Like, the very bare minimum, they could at least collaborate with the local Chinese restaurant and some sort of like— Don't let it go to waste.” pic.twitter.com/8FetJNwU4V
In the clip, Herrera discussed kittens that could not find homes and suggested sending them to a local Chinese restaurant, adding, 'Don't let it go to waste'. The footage resurfaced on social media on 21 October 2026, drawing renewed attention as Herrera campaigns for Texas's 23rd Congressional District.
